Date and Time?

I can't figure out the "Date and Time" stamp that is attached to my posts. Is the time supposed to be my "local" time (EDST), or "Zulu" (GMT), or what?
 
The system default is US Central Time. You have the ability, however, to set it to your local time via your profile so that whenever you're logged in it's customized for you.
 
OK, I adjusted the time. I think I originally did a "+" instead of a "-" from GMT to get my local time. Let's see if I got it right this time.
